PLANNING & MANAGEMENT

Like most regulatory systems, health, safety and injury management relies upon a planning and review cycle which sets in place a process for:

  • Identifying and managing hazards
  • Monitoring and reviewing performance (safety & injury mngt.)
  • Resourcing safety and injury management
  • Subcontract Management

The planning process of monitoring, measurement, analysis and review are critical to successful safety and injury management.

Planning and review must consider, as a minimum:

  •  Policy Objectives and targets
  •  Responsibilities for health, safety and injury management
  •  Implementation strategy
  •  Communication strategy
  •  Introducing new activities or new sites into the business
  •  Periodic review of objectives, targets and operations systems
  •  Review of changes to legal and regulatory requirements
  •  Site safety planning
  •  Investigations of incidents (including statistics) and outcomes
  •  Review of emergency situations and effectiveness of changes

Explanation of terms

OHS&IM Management System: Overall management system that includes organisation structure, planning responsibilities/accountabilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the OHS Policy, and so managing the risks associated with the workplace.

OH&S Safety Objectives: Overall OHS goal in terms of OHS performance, arising from the companies OHS Policy, and which are quantified where practical.

OHS Safety Performance: Measurable results of the OHS&IM system related to the control of health and safety risk management, based on the OHS Policy, objectives and targets.

Safety: A state in which the risk of harm to persons or damage is limited to an acceptable level.

Risk: The likelihood and consequence of an injury or harm occurring.

Hazard: A source or a situation with a potential for harm in terms of human injury or ill health, damage to property, damage to the environment, or a combination of these.

Risk Assessment - Australia: The overall process of estimating the magnitude of risk and deciding what actions will be taken.

Risk Assessment - New Zealand: The overall process of determining whether a hazard is significant.

Continuous / Continual Improvement: Process of enhancing the safety system to achieve overall performance improvements.
